The state should not treat courts as a funny place. The powerful sectors of society should also not treat the courts as a funny place. The bureaucracy should also not act in that manner. Particularly the law enforcement agencies should not treat courts as funny place. Similarly, the citizens also owe an obligation to treat the courts with due seriousness; it must also be said that the judiciary as a whole, or its individual members should not act in any manner to create the impression that the courts are a funny place. These are considerations valid for all countries that consider themselves democracies. Of course, under authoritarian systems the courts are always reduced to being a funny place.
