Abstract: During the cold war, Cambodia had, due to its geopolitical location, seen itself subjugated in the ongoing power struggles for hegemony of Southeast Asia. The result was that for more than twenty years, Cambodia was plunged into chaos, turmoil, civil war and deep despair culminating in the massacres by the Khmer Rouge of 1.7 million of its own people. Liberation by the Vietnamese army did not end its suffering. Spearheaded by China and the US the United Nations continued for 11 years to recognize the exiled Khmer Rouge as the representatives of Cambodia. A United Nations peacekeeping operation brought this anomaly to an end by holding elections in which a new coalition government of Cambodia was established. Dr. Widyono, who was five years in Cambodia as a UN peacekeeper will give a firsthand account of the little known details of this tragic story.

About the speaker: Dr. Widyono, Indonesian, MA and PhD in Economics served as a United Nations diplomat in Bangkok, Santiago, New York, and Cambodia, 1963 to 1997. He served two terms in Cambodia, 1992-93 with the United Nations Transitional Authority in Cambodia, from 1992 to 1993, and secondly as the UN Secretary-General’s Political Representative from 1994-1997. His book “Dancing in Shadows: Sihanouk, the Khmer Rouge, and the United Nations in Cambodia” was written at Cornell University and he is currently professor of economics at the University of Connecticut in Stamford, Ct and an adviser to Leopard Cambodia, an investment fund in Cambodia
