The Asian Human Rights Commission (AHRC) is glad to inform you that the Department of Social Welfare and Development (DSWD) of the Philippines has issued an order to provide protection and financial assistance to three siblings of Padiwan family who survived a massacre in Maimbong, Sulu on February 1, 2005. In a letter issued on April 12, 2005 to the AHRC, Ms Corazon Soliman, the secretary of the DSWD, informed that provision of protection and financial assistance to survivors has been referred to DSWD Regional secretary Bainon G. Karon in Cotabato City for compliance. Soliman specifically ordered Karon to ensure that protection and assistance are provided to 7-year-old Almujayal Padiwan, 10-year-old Madzrana and the three-year old boy.
Soliman also assured the AHRC that Philippine government has not been remiss in searching for peaceful solutions in resolving the conflict in Sulu as well as provision of protection and rehabilitation of internally displaced persons. About P 7.3 million worth of assistance have been extended to affected families.
With this development, we once again urge you to send a letter to DSWD Regional secretary Bainon G. Karon in Cotabato City and urge him to immediately implement the DSWD’s order as instructed.

Re: PHILIPPINES: Social Welfare and Development Department provides protection to survivors of Maimbong massacre
I received information that Secretary Corazon Soliman of the Department of Social Welfare and Development (DSWD) has referred your office to provide protection and financial assistance to the three Padiwan siblings who survived in the 1 February 2005 massacre in Maimbong, Sulu.
As I appreciate the DSWD's response, I ask for immediate implementation of Soliman's order by your office without further delay. It should be also sustainable to address the needs and welfare of the children. The DSWD-ARMM also must ensure the social security of the orphaned children.
I further ask your office to include 7-year-old Almujayal and 10-year old Madzrana in the government's education scholarship program so that they can continue their education. I am deeply concerned that they may not be able to go to school as a result of their parent's death. I also ask that your office keep monitoring the situation of the children on a regular basis.
