THAILAND: Case accepted by Civil Court and court fee waived Relatives of Private Wichean demanding 14 millions baht damage claim for his being tortured to death by military training officers

On Thursday 24 May 2012, at 10.00 am, relatives of Private Wichean Phuaksom have filed a case with the Civil Court in Bangkok against the Ministry of Defence, the Royal Thai Army, and the Office of the Prime Minister for damage claim as the authorities are in charge of the military officers who allegedly tortured Private Wichean until he died, while he was a draftee. The relatives demand 14 millions baht as damage claim and asked for a waiver of the court fee given their impoverishment.

At 1.30 pm, the Civil Court decided to accept the case and allowed a waiver of the court fee.  After listening to relative of the deceased, the Court was convinced that the plaintiffs possess not enough assets to place any deposit with the Court. Should the plaintiffs be not exempted from the court fee, they shall face too much a trouble. Therefore, the Court granted them a waiver of the court fee, after accepted to hear the case. The day of settlement of issues is fixed at 6 August 2012 at 1.00 pm.
