The Asian Human Rights Commission (AHRC) has received updated information regarding the stagnant investigation of the acid attack case against Mr. Novel Baswedan, a senior investigator of the Corruption Eradication Commission (KPK). Even after six months, the police investigation has still produced no results. Despite family and public requests for President Joko Widodo to establish a fact finding team to investigate the case, the President is unwilling to do so. Hence, the perpetrators of the attack and their motive remain unknown.
UPDATED INFORMATION:
After six months since the acid attack against Mr. Novel Baswedan, Indonesian police have failed to find and arrest the perpetrators. Despite the fact that there was a CCTV and some witnesses around the location where the attack took place, the police have still failed to identify the perpetrators.
Justice for Novel is uncertain, as President Joko Widodo is reluctant to establish a credible and independent Fact Finding Team to support the police investigation. Rather, the President has stated on several occasions, that ‘we have to trust and support the police to investigate the case’.
Unfortunately, so far the police has yet announced or provided a progress report of the investigation process.
Therefore, it is difficult for the public and Novel’s family to understand how far the police have progressed, what is the real problem, and why six months later, they are still unable to find the perpetrators. So far, the police has examined around 59 witnesses, and the police had also arrested five alleged perpetrators, who were finally released due to lack of evidence. In addition, the police also save 50 CCTV record (copy) and also sought information from many chemical shops to locate the perpetrators, but up until present no one has been named as suspect.
Indonesian civil society continues to question the investigation progress, believing that there is a relation between the acid attack and a high profile corruption case tackled by the KPK. The attack occurred at the same time as when the KPK named chairperson of the House of Representative as suspect of the electronic identity card corruption case (e-KTP). Despite the pre-trial judge having annulled the suspect status of Mr. Setya Novanto, Chairperson of the House of Representative, further investigation is still needed to decide whether or not the acid attack is related to the high profile case.
SUGGESTED ACTION:
Please write to the authorities listed below, asking them to ensure that the police investigation report and progress is made public. Further, President Joko Widodo should establish an independent and credible fact finding team to support the work of the police investigators. In addition, the government should ensure proper protection for Novel and his family, as well as for the work of the Corruption Eradication Commission in general.
The AHRC will write a separate letter to the UN Special Rapporteur on Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment calling for his intervention into this matter.
